Although Blizzard first said it wasn’t a very big concern, the developer has decided to address the issue of layer hopping to grind mobs or resource nodes in World of Warcraft Classic. This is a trick that takes advantage of the server layer system to basically make resources that were just mined, killed, or collected magically reappear by switching to another layer of the server.

Now that the WoW Classic community seems to be very vocally upset about the issue and there are many confirmed cases of it, Blizzard is ready to take action. In a recent blue post on the Blizzard Forums, the team had this to say about addressing the issue…
This is great news for WoW Classic fans, who can rest a bit easier knowing that progress (and the Auction House) aren’t being throw out of balance by players who were taking advantage of the layer hopping exploit. The delicate balance of providing a great gameplay experience and also delivering on the vanilla experience is a tricky one, but so far Blizzard seems to be keeping a large portion of the community happy as some WoW Classic players hit max level.
Now, each time a player moves to a new layer, there will be an increasing amount of time before that player can move to another layer. If a player moves between layers multiple times over a short timeframe, the cooldown can increase to a duration of several minutes (or longer) before they can change layers again. The cooldown will then decrease over time for players who don’t change layers.
This hotfix will become active in other regions following their next realm restarts."
